The permit covers effluent limitations and monitoring requirements for POTWS discharging to both fresh and marine waters. 21 day comment period

Notice of Registration of Hydrogen Peroxide-Generating Algaecides for Use in Lakes and Ponds (pdf) (and shown below)

In accordance with the MEPA special review conditions at 301 CMR 11.09 and the Secretary’s
certificate on the Final Generic Environmental Impact Report, Eutrophication and Aquatic Plant
Management in Massachusetts (GEIR) (EOEA 0011/6934) of February 11, 2004, the following
notice is provided.

On Wednesday, July 21, 2010 the Pesticide Board Subcommittee registered the following 5
hydrogen peroxide-generating algaecides for use in lakes and ponds:

Granular product formulations based on sodium carbonate peroxyhydrate:
• Phycomycin-SCP Algaecide and Oxidizer, EPA Reg. No. 68660-9-8959;
• GreenClean Pro, EPA Reg. No. 70299-6;
• PAK 27, EPA Reg. No. 68660-9; and
• Algae-Off Ag Pro, EPA Reg. No. 80876-2.

Liquid product formulation based on hydrogen peroxide and peracetic acid:
• GreenClean Broad Spectrum, EPA Reg. No. 70299-2;

The reviews conducted by Massachusetts Department of Agricultural Resources (MDAR) and
the Massachusetts Department of Environmental Protection Office of Research and Standards,
for the purpose of registration, will be integrated into a single review document which will serve
as a reference for the approval of the use of hydrogen peroxide-generating algaecides in lakes
and ponds. The integrated review will be posted on the MDAR website and will be integrated as
an addendum into Appendix III of the final Generic Environmental Impact Report on
Eutrophication and Aquatic Plant Management in Massachusetts

Notice of Solicitation Period for New Drinking Water and Wastewater Projects Seeking Funding through the State Revolving Fund Loan Program (pdf) and shown below:

The solicitation period for new drinking water and wastewater projects seeking funding through the State Revolving Fund Loan Program is now open. MassDEP Municipal Services Division will be accepting Project Evaluation Forms (PEFs) for the 2011 round of funding up until August 31, 2010. In addition to funding drinking water/wastewater planning proposals, projects proposing to improve drinking water and wastewater distribution systems or upgrade existing treatment facilities via installation of energy efficiency and/or generation equipment are encouraged. Notice of Final Revised MEPA Greenhouse Gas Emissions Policy and Protocol

The revised GHG Policy and Protocol is effective as of May 5, 2010.

Based upon the input provided by stakeholders and taking into account the changes to MEPA’s enabling statute under the Global Warming Solutions Act, the MEPA Office has issued final revisions to the Greenhouse Gas Emissions Policy and ProtocoL (PDF)  to clarify the requirements for review and analysis of GHG emissions and to fulfill MEPA’s statutory obligations.

Also available is a summary of the revisionS (PDF) and a response to comments (pdf) received on the draft revisions, which were made available for public review.

The Secretary of Energy and Environmental Affairs is seeking public comment on the proposed revisions to the Greenhouse Gas Emissions Policy and Protocol, w3hich can be found in the Public Notices section of Environmental Monitor dated February 10, 2010.  Public comments should be provided in writing to the MEPA Office at the following address no later than March 12, 2010:
