This is an exciting opportunity to learn from a fantastic panel of experts and legislative partners about why this legislation is an important part of the Commonwealth’s effort to combat the climate crisis and advance climate justice.

H.3150/S.2117 is a critical bill for the state’s ability to equitably meet our clean energy goals. It requires the disproportionately wealthier and less diverse communities served by municipal utilities to adhere to the same clean energy standards that the rest of the state already meets.

At the same time, this bill recognizes that Environmental Justice and low-income communities in municipal utilities have been excluded from critical clean energy and energy efficiency programs, like Mass Save, that the rest of the state benefits from. As a response, the legislation establishes a fund specifically for environmental justice and low-income residents within municipal utility communities to help them transition to a clean energy future.

These dual measures will enhance the equitable distribution of benefits and burdens of the clean energy transition across our Commonwealth.
