Project Description:  The project consists of the construction of an access road from Westfield Road (Route 202) to the Holyoke Community College South Campus.  and the development of approximately 108,000 square feet (sf) of additional building space. The building is proposed at the northern edge of the site in the location of an existing daycare center (Kids Place) .The project will include the widening of Westfield Road to accommodate turning lanes for the access road. The proposed roadway layout consists of two ten-foot travel lanes with two-foot shoulders and one-foot wide cape cod berms on both sides for the entire 2,200 linear feet (lf) of the roadway. A gravity retaining wall is also provided on the both sides of the roadway for approximately 650 feet, starting approximately 500 feet from its intersection with Route 202.  A bridge is proposed approximately 800 feet from the intersection with Route 202 to span and avoid impacts to an upland drainage channel and to maintain passage for wildlife.

The 588-acre site is bounded by the HCC campus to the north, undeveloped land to the west, Westfield Road to the south and Homestead Avenue to the east.  Residential neighborhoods are located to the east and southeast. The site is located within Estimated/Priority Habitat of State-listed rare species and includes wetland resource areas. The ENF indicates that the Proponent has consulted with state agencies and the Holyoke Conservation Commission regarding the development of alternatives to avoid, minimize and mitigate environmental impacts.

The project is undergoing MEPA review and requires preparation of an Environmental Notification Form (ENF) pursuant to 301 CMR 11.03 (2)(b)(2), 11.03 (6)(b)(1)(a) and (6)(b)(14) because it requires a state permit and will result in greater than two acres of disturbance of designated priority habitat that results in a take of a state-listed species; involves construction of a new roadway greater than ¼ miles in length and involves generation of 1,000 or more new average daily vehicle trips (adt) on roadways providing access to a single location and construction of 150 or more new parking spaces at a single location.

The project requires a Conservation and Management Permit from the Natural Heritage and Endangered Species (NHESP) Program. In addition, it requires an Order of Conditions from the Holyoke Conservation Commission, which was issued in September 2010, and a National Pollutant Discharge Elimination System (NPDES) Stormwater Construction General Permit from the United States Environmental Protection Agency (EPA).
