How Did the College's Engineer Create Map S-1?

This new version of map S-1 was submitted to the Pittsfield Conservation Commission and to the Massachusetts Department of Environmental Protection as a supplement to Berkshire Community College's NOI. The map was created by the college's engineer Donald Chester, and a notation at the bottom of the map states that "This site plan was based upon the City of Pittsfield Assessors Map No. B-8." Here are the two maps, B-8 and S-1, side by side.

BEAT's copy of S-1 is from the files of the Department of Environmental Protection. A copy of this map was once seen by BEAT in the files of the Pittsfield Conservation Commission, but has not been present at any of BEAT's subsequent inspections of public records at that office.
